I've found the "bar" to be useful across all my settlements. They all just cluster around the Nuka Cola dispenser. And this is with the sleeping area across the hall from the big room. I have yet to find anyone at that settlement anywhere other than the big room, with the exception of the ones tasked with a couple security posts and farming. Yeah, my Vault 88 consists of five rooms: Overseer's office, sleeping quarters, armory (which turned out to be pointless), generator, and big room with all the shops and recreation equipment.

Here is where you go to get on the spin-cycle that will set you on fire. Here is where you go to receive my vendor trash. No one actually cares about things like privacy or decency or having only one toilet for 25 people. This is why I made it just one big damn room. They don't even attempt to go anywhere else. They just meander around the atrium and constantly fail to path in the atrium. The AI can't walk through the atrium without running into doorways or walls, they can't climb the stairs to 2nd level, let alone find their way through a long hallway to the residential areas. AI pathing in Vault 88 is not merely bad, it is essentially completely broken.
